Allies Tracked Russian Submarines Near Svalbard

Britain, Norway and the United States disrupted a covert Russian submarine exercise near the Arctic archipelago of Svalbard earlier this year, according to Western officials who say the operation involved rehearsing techniques for disabling critical undersea cables. The vessels were operated by GUGI, Russia's secretive Main Directorate of Deep-Sea Research, which specialises in deep-ocean operations. Two Western officials told Reuters that allied forces tracked and confronted the Russian vessels before they completed the exercise. No undersea cables were damaged.

The operation took place during the northern spring in waters near Svalbard, a Norwegian territory strategically positioned in the High North. According to Reuters, Russian deep-sea submersibles were simulating the deployment of technology intended to disable undersea cables while making responsibility difficult to determine. The new report adds significant detail to an operation that Britain and Norway had already acknowledged earlier this year.

Britain revealed in April that it had been tracking an Akula-class Russian submarine and two specialist GUGI submarines in the North Atlantic, with support from allied forces. Norway also confirmed its involvement in the surveillance operation. Norwegian Defence Minister Tore O. Sandvik said at the time that GUGI's activities demonstrated Russia's efforts to develop the ability to map and potentially sabotage Western infrastructure at significant depths.

Svalbard is particularly sensitive because two fibre-optic cables, each around 1,400 kilometres long, connect the archipelago with mainland Norway. The links carry large quantities of data from the SvalSat satellite ground station and reach depths of approximately 2,700 metres. Their location and importance make them part of the wider network of subsea infrastructure that NATO countries are increasingly trying to protect.

Undersea fibre-optic cables carry much of the world's international data traffic, including financial, commercial and government communications. Networks are often designed with redundant routes that allow traffic to be redirected after a cable failure, but coordinated attacks against several cables during a wider conflict could cause much greater disruption. That vulnerability has become an increasing security concern as European governments expand monitoring of seabed infrastructure.

Russia has not confirmed the latest account. Its Defence Ministry did not respond to Reuters' request for comment, while the Kremlin has repeatedly denied conducting sabotage operations in NATO countries or preparing for a confrontation with the alliance. The significance of the Svalbard operation therefore lies not in damage that occurred, but in what Western officials believe Russia was practising: the ability to interfere with critical infrastructure beneath the sea while making attribution difficult.
